[boost] [mpl][vacpp] remaining problems

Tests are failing due to a problem with BOOST_MPL_ASSERT_RELATION, for instance: "../libs/mpl/test/arithmetic.cpp", line 25.5: 1540-1264 (S) The template argument must be preceded by an ampersand (&). I've checked boost/mpl/assert.hpp, and seems like there is already an alternative implementation for buggy compilers driven by the macro BOOST_MPL_CFG_ASSERT_USE_RELATION_NAMES If given permission, I can commit a fix to define this for vacpp as well, and see how things work.
