After all there is a transitive_reduction.hpp in boost BGL. Ok it is not documented at the moment.
It was an oversight. I copied over a number of proposals from last year and forgot to update the closures project. I've updated the wiki.
And there is https://svn.boost.org/trac/boost/ticket/3821
