[boost] New website and release notes

Hi all, Now that we have the new website, has the procedure to submit release notes changed? This page: https://www.boost.org/doc/contributor-guide/release-notes.html lists the old procedure of using quickbook files, but if I remember correctly this was one of the things that were meant to change with the new website.
