This idea is far from crazy. The two lists are redundant and competitive.
The history here is that there used to be a single list, that's why it's called just "boost" and not "boost-dev". Boost-users was created because people asked for it. The main list was high traffic, and the exchanges were relatively heated; the users list was quieter and more "welcoming", to use today's term.
