[boost] [GIL] read/write PNG/JPEG to/from istream/ostream

      Hello Boosters,

Find a modified version of the IO extension of Boost.GIL uploaded to the
vault where I added functionality to read from std::istream& and write
to std::ostream& for both PNG and JPEG files.
