That's been his policy from day one; he only commits code himself. Before the move to Github this wasn't an issue because there was no way to submit a PR anyway.
You can disable issues on Github, but not PRs, or I'd expect him to have done so.
FWIW, from a brief look at commit history on GitHub, there are some commits that are authored by people other than Chris. I.e. at least in some cases Chris cherry-picks commits from PRs and preserves authorship. I think, if someone wants to accuse Chris in misattribution or plagiarism, he should present evidence of this. If there is no evidence then these allegations should be considered false.
