[Boost-announce] binary int utility: review result

Two small utilities implementing easier typing of binary numbers
were reviewed from 2005/10/13.

One, template based, was written by Scott Schurr, second,
preprocessor based, was written by Matt Calabrese.

The reviewers preferred the preprocessor version more than
the template based one (and thought such utility is worth to
be included in Boost).

So the Matt's version is accepted among Boost.Utilities.
Short documentation and test cases need to be provided.
Suggestions during review may be considered (e.g.
shorter name).

and apology for inexcusable delay in announcing the result.
