 My original "fix" created some regressions. It turns out the functionality
 Dave was working around with the original logic was to remove duplicate
 symbols when linking on some circumstances. The new patch fixes it in the
 same way all the other Windows toolsets, like `msvc.jam` and
 `borland.jam`, define the linking generators.
