New description:

 {{{
 VC++ 2k5 Express, Platform SDK for Windows 2k3, "bjam
 --without-python "-sTOOLS=vc-8_0" --prefix="C:\Program
 Files\Boost\" install" used to install

 exception.cpp compilation fails repeatedly due to an
 inability to find windows.h

 vsvars.bat is attached
 }}}

Comment:

 For 1.35.0, all the filesystem and system includes use <...>. I'll watch
 the tests to see if this causes any problems. On that basis, I'm marking
 this as fixed.

 If it turns out there is a jam issue, I'll forward an error report to
 those folks.
