Comment:

 Locales are essential for the algorithms functionality. There is no easy
 way to
 support locale-less systems without considerable effort. Therefore, I'm
 not planning to add it.

 That's said, if a volunteer is found that would like to extend the library
 in this direction, I will not stand in the way.
