This was broken with BBv1 if it passed <whatever> as the Boost.Build
toolset as well as the "building bjam" toolset name; those have always
been distinct (but potentially overlapping) sets of names.
This breaks the Getting Started Guide. On the other hand, if this problem
has always been present in configure, maybe the GSG instructions never
worked. I'm not sure who to assign this to, but since there's definitely
a bug in the configure script, Doug wins the prize. Please feel free to
reassign it to someone else and/or change the severity.
FWIW, my position is that the GSG must be correct for the 1.36 release.
