 There is not toolset name set for qcc in the

 {{{
 local rule toolset-tag
 }}}

 located in common.jam.

 The one line patch added the toolset qcc to generate the appropriate tag
 in the library names.

 The patch does not harm other toolsets.

 This problem is also present in the development trunk.
