I'm using Arch Linux and when trying to build my documentation xsltproc
 fails with errors like

 .../trunk/tools/boostbook/dtd/boostbook.dtd:435: warning: failed to load
 external entity "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd"

Using the --nonet option will make xsltproc use the local copies of these
files which reside somewhere in /usr/share/xml/docbook/.
