Under AIX, if you use the gcc toolset, the linker is correctly passed the
-bnoipath flag (see tools/build/v2/tools/vacpp.jam for details about
this).
This flag isn't passed when building boost with the vacpp toolset. The
attached patch adds this flag when linking a shared libraries and
executables.
