 Some compilers do not like source and header files that do not end in
 newlines.  There should be an inspect check for this, rather than needing
 to glean it out of compiler warnings in regression test reports.  One
 example of this to check is boost/graph/metric_tsp_approx.hpp in r53910
 (will be fixed in a later checkin).
