 Did you download docbook-xsl-doc-1.75.2.zip? You need to download docbook-
 xsl-1.75.2.zip, sourceforge has just revamped their download system so
 that it only shows the most recently uploaded file which is the wrong one
 (I made the same mistake). If you expand 'docbook-xsl' on the download
 page you'll find it.
