 As mentioned in the mailing list thread @ http://www.nabble.com/-1.40.0--

 Beta-1-release-candidate-available-td24902288.html, the signals lib fails
 to build as a DLL in msvc-10.0 beta 1.


 This looks like the same problem as #1499. Changing the two workarounds
 mentioned there to test _MSC_VER <= 1600 allows the lib to build.
