 I downloaded 1.39.0 and did

 ./bootstrap.sh --prefix=/home/staff/ps --without-libraries=python
 bjam install

 bjam then builds and tries to install the libraries into /lib/... and not
 into /home/staff/ps/lib/ as intended

 (install libraries in [EPREFIX/lib], exec prefix = [PREFIX], prefix =
 given)
