 We had at least two bug reports that python detection does not work on
 windows. In both cases, removing the
 {{{
 if [ version.check-jam-version 3 1 17 ] || ( [ os.name ] != NT )
 }}}
 block in python.jam:probe fixed that. One case was definitely mingw-built
 bjam, the other case, for all appearences, is MSVC. Log for the second
 case is attached.
