Comment:

 Let me disagree. Timers are implemented in asio, not in date_time. Even if
 only for coherence (other timers are implemented in asio not in
 date_time), it makes no sense at all to implement the monotonic timer in
 date_time instead of asio. Please, reconsider your position.
