 I do not accept this as a bug, because to do so would imply that asio will
 guarantee the ordering you suggest.

 The behaviour you observe is an artifact of the current implementation. As
 far as the documented API is concerned, the ordering is unspecified.

 One day the implementation will change, and this may affect the ordering
 in some other way.
