 This patch fix problem "libcmt.lib(stdexcpt.obj) : error LNK2005: "public:
 __thiscall std::bad_cast::bad_cast(char const *)"" when exceptions
 disabled for MSVC. bad_lexical_cast can't be base on std::bast when
 exceptions disabled.
