Comment (by anonymous):

 Program is okay. The definition of Coulomb's Constant is (Newton
 *Meters^2)/Coulombs^2. Which comes out to
 length^3,mass^1,time^-2,charge^-2.  I had forgotten that Newton has a
 Time^-2.
