 Currently the date_time_zonespec.csv file contains entries for Australia
 that have the wrong start and end dates for those time zones with daylight
 savings.  The start/end dates in the file are last Sunday of October to
 last Sunday of March.  The correct dates are first Sunday of October to
 first Sunday of April.
