 This fix is not quite correct.
 Refine the property-set needs to be done before checks for alredy built
 otherwise this check will never work (in case with free features in
 command line) because it checks property-set without refine (without free
 features from command line).


 I already wrote about it twice
 (http://article.gmane.org/gmane.comp.lib.boost.build/23390 and
 http://article.gmane.org/gmane.comp.lib.boost.build/23419), but received
 no response.
