The enable_if restrictions for implicit duration conversions in
duration.hpp are currently ifdef'd out for VC9 since they cause a compiler
error. I have slightly refactored the expression in a way that appears to
resolve the VC9 compiler error and should be unlikely to introduce new
issues. The patch is attached.
