If the patch associated with [https://svn.boost.org/trac/boost/ticket/2793
Ticket 2793] is applied, then Boost.Parameter-enabled constructors will
work fine when taking in free functions, but not when taking in static
member functions that ordinarily have the same signatures as the free
functions.
