 Input from nonfinite_num_facets  fails for MSVC 'legacy' NaNs

 I:\boost-trunk\boost\math\special_functions\nonfinite_num_facets.hpp

 by Johan Rade, but incorporated into Boost.Math

 nonfinite_num_get facet fails for input of 'legacy' NaN strings (all
 version of MSVC including current!)

 "1.#QNAN", "1.#SNAN"

 Corrected for 1st release of nonfinite facets, and passes legacy test on
 MSVC.
