 I've had this code hanging around waiting for Boost.Atomic to make some
 progress towards submission, review and acceptance.  When that happens, or
 when people have some other C++0x atomics library, this uses it to
 implement sp_counted_base in a nice simple fashion without the need for
 all the current platform-specific code.  For now, perhaps it might be
 useful to a few people who are using the out-of-tree Boost.Atomic.
