Comment:

 That's not an error: it's just telling you that the regex library will be
 built without Unicode/ICU support as the ICU library isn't installed on
 that machine (take a look in bin.v2/config.log to see the actual errors if
 you think it should be building with ICU support).

 You can use the regex lib perfectly happily without ICU.

 Please reopen if you are getting actual build errors.
