 This is related to #5218 Boost.Chrono patches for Windows CE. The library
 could be enhanced by providing a macro BOOST_CHRONO_HAS_PROCESS_CLOCKS to
 know if process clocks are supported as well as it is already done for
 steady and thread clocks.
