 BOOST_ASSERT and BOOST_VERIFY respect BOOST_DISABLE_ASSERTS and ignore
 NDEBUG when BOOST_ENABLE_ASSERT_HANDLER is defined. BOOST_ASSERT_MSG,
 however, always respects NDEBUG.

 Bug fix attached.
