 Like the `BOOST_<level>_NE` tool that checks the opposite of
 `BOOST_<level>_EQUAL`, there should be a `BOOST_<level>_NE_COLLECTIONS`
 tool that checks the opposite of `BOOST_<level>_EQUAL_COLLECTIONS`.
