Sorry for the bump or whatever, but I do find this behaviour really
peculiar. Reading the link I find it seems to agree with get_system_locale
being UTF-8 by default rather than ANSI:
"So if the default operating system Locale is "English_USA.1252" the
default locale for Boost.Locale on Windows would be "en_US.UTF-8"."
Should get_system_locale not return the UTF-8 version if Boost.Locale is
going to use it?
