 I'm sorry but I would not apply this patch. This stuff was brought during
 the review. The reasons Boost.Locale and Boost.Regex use different options
 is very simple:

 1. For Boost.Regex ICU support is optional nice to have feature
 2. For Boost.Locale it is major part.

 So they need to have different options.
