 ICU uses MSVC naming schemes in MinGW (at least on Linux when cross-
 compiling), so the names aren't picked up.

 I've attached a patch that fixes the issue with 32bit libraries. This
 hasn't been tested in Windows, and still requires 64bit library support
 (stuff in lib64) but I don't have either of those setups to work on.
