 BOOST_NO_CXX11_HDR_INITIALIZER_LIST is incorrectly defined on for clang
 when being used with libstdc++ 4.8. This affects clangs 3.2 and 3.3, but
 oddly not clang 3.1. This may be related to #7473.

 Also, BOOST_NO_CXX11_HDR_INITIALIZER_LIST needs to be turned off for
 VS2013 which now fully supports std::initializer_list<>.
