 Why does Boost.Build does not recognize MinGW windmc tool, why the mc-
 compile feature
 (http://www.boost.org/doc/tools/build/doc/html/bbv2/reference/tools.html)
 still not working and why this patch is not implemented at least it is not
 in Boost 1.55.
