 gcc-mingw causes a lot of problems and will be removed from Boost.Build.
 The replacement is <toolset>gcc,<target-os>windows.  build/Jamfile.v2 and
 test/Jamfile.v2 both need this change.  This is not critical because it is
 only used to control -fdiagnostics-show-option which is not necessary.
