In NDEBUG builds, when nothing else is defined, BOOST_ASSERT_MSG(expr,
msg) is defined as assert((expr)&&(msg)), which is also the equivalent of
((void)0). So defining BOOST_ENABLE_ASSERT_DEBUG_HANDLER doesn't disable
it any further.
