Development on OS X is still very new to me so I am not entirely sure if I
am looking in all the right places but it seems the libstdc++ version
being used is "20070719". The directory it is in seems to suggest this
 corresponds to gcc 4.2.1.

As far as I understand Apple no longer distributes gcc so they might not
be interested in maintaining or upgrading libstdc++.
