 Added the possibility for the user to define BOOST_CHRONO_HAS_GETHRTIME
 and manage with error cases

 Please, define BOOST_CHRONO_HAS_GETHRTIME on your build system to see if
 the patch works.

 If this is the case, the last thing to find are the flag for
 WHATEVER_HPUX_SPECIFIC_FLAG_ENSURES_GETHRTIME_WILL_BE_DEFINED.
