 It sounds like it's not finding vcvarsall.bat.  Have you tried running
 bootstrap from a VS command prompt?  From the source, I think it's looking
 for %VS120COMNTOOLS%..\..\VC\VCVARSALL.bat.  Can you check your
 environmental variables and that path?
