I looked at this and can't figure out why it's there or what it does. It
hasn't been modified since 2004 and it's not included in the serialization
library so I have no idea what it's history is. It doesn't have any
comments and it's not mentioned in the serialization documentation so I
don't know what it's supposed to do.
So I'll just delete it.
So if you know what it's good for, and / or have a use for it, keep your
own copy.
