 Thank you vladimir_prus. I got the same issue and have to exec bjam under
 the mosesdecoder folder,
 ex:
 cd /usr/local/src/mosesdecoder/
 ./bjam --with-boost=/usr/local/src/boost_1_55_0 -j4
