Comment:

 This should be fixed in
 https://github.com/boostorg/type_traits/commit/bc8a92c7b6ff76fa42d23f49f60d743f95d15798.


 The change causes some runtime failures, but in the "safe" direction - not
 spotting things which are noexcept.
