 Yes it does make more sense for BOOST_FPE_ALL to be 0 in that case - I
 just followed existing practice for the case where there is no fenv.h as I
 wasn't sure what effect a zero value might have in the code's assumptions.
 I think the library authors will have to figure that one out.
