 Some software packages fail to compile when using libressl as ssl
 provider, e.g. https://bugs.gentoo.org/show_bug.cgi?id=596666#c9


 This can be fixed by checking for presence of LIBRESSL_VERSION_NUMBER in
 addition to the value of OPENSSL_VERSION_NUMBER in
 boost/asio/ssl/impl/context.ipp
