Comment:

 I believe if you use the following code it will resolve your issue, please
 try and see:

 boost::mt19937 ran;
 boost::uuids::uuid uuid = boost::uuids::random_generator(ran)();

 Further, it looks like Windows Phone is essentially dead now, so I am
 resolving this as wontfix.  Feel free to reopen (with supporting comment,
 of course) if you disagree or you are not able to work around it.
