 Given this is already being tracked in github issues I am going to resolve
 this one.  Please follow it in github issues.

 Current plans are to get boostorg/winapi to be UWP compatible, and then to
 update boost::random_device to be UWP compatible (and make the library
 header-only too), and then we won't need seed_rng any more in uuid.
